Notice of Pipeline Application

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Cook Inlet Pipeline Company (CIPL) filed an application on September 8, 2017, seeking approval to obtain a Certificate of Public Convenience and Necessity (CPCN) to provide natural gas transportation service.  Docket No. P-17-009 was opened to address this matter.

In addition, KBPL and Cook Inlet Pipe Line Company (CIPL) agree to exchange the use of some of their respective existing pipeline capacity to provide for pipeline transportation by CIPL of crude oil produced on the west side of Cook Inlet to the east side, while preserving and enhancing KBPL’s gas transmission capacity (Capacity Agreement).  To facilitate the Capacity Agreement, CIPL must obtain a CPCN for natural gas transportation services as the owner of a newly certificated pipeline.

In conjunction with its application, in accordance with 3 AAC 48.625(a)(7)(D), CIPL filed a request for waiver of the requirement to include audited financial statements because such statements are unavailable.  In addition, CIPL has filed a petition for confidential treatment of the financial statements of Hilcorp Alaska, LLC.  Any interested person wishing to file a response to the request for waiver and/or petition for confidential treatment must do so by 5:00 p.m., October 6, 2017.

The Commission has not assessed the completeness of the application, ruled on the request for waiver, or ruled on the petition for confidential treatment.  The Commission will rule on the petition for waiver, petition for confidential treatment, and determine whether the application is complete by November 3, 2017.
