NOTICE OF COMPLETE APPLICATION FOR A CERTIFICATE OF NEED
THE DEPARTMENT OF HEALTH AND SOCIAL SERVICES
The Department of Health and Social Services (DHSS) has accepted a complete certificate of need application for the health care facility construction project described below and in accordance with 7 AAC 07.060 will conduct a review of the application received.
Project/Activity: Expansion and Renovation of an Acute Care Hospital
Applicant’s Name: Central Peninsula Hospital, Inc.
Project/Activity Service Area: Kenai Peninsula Borough
Central Peninsula Hospital, Inc. plans to expand and renovate the acute care hospital located at 250 Hospital Place, Soldotna, Alaska. The project plan includes construction of approximately 28,727 SF of new building space and 26,000 SF of renovated and replacement space for a new Obstetrics Department and Cardiac Catheterization Laboratory. The project plan also includes relocating the existing inpatient Pharmacy to add three (3) ICU patient rooms.
Total project cost is estimated at $32,058,270 with commencement of activity anticipated when the Certificate of Need is granted. Completion of activity is anticipated to be in or around January 2020.
The application is declared complete in accordance with 7 AAC 07.050. A staff analysis of the application and recommendation must be submitted to the Commissioner by October 16, 2017, unless additional time, not to exceed 30 days, is granted by the Commissioner. A decision by the Commissioner must be made within 45 days of receipt of the staff recommendation unless additional public notice is given that more time is required for the Commissioner to make a decision.

Comments must be received no later than 4:30 PM, September 15, 2017. Written comments received are public records and are subject to public inspection.
PUBLIC MEETING
Oral or written comments may also be submitted at a public meeting to be held on Thursday, September 7, 2017 in the Kasilof Conference Room – River Tower, 2nd Floor, Central Peninsula Hospital, 250 Hospital Place, Soldotna AK 99669. The meeting will be from 4:30 PM to 6:00 PM.
