Notice of Review of an Alaska Pollutant Discharge Elimination System Proposed Final General Permit to Discharge to Waters of the U.S., Small Publicly Owned Treatment Works and other Small Treatment Works Discharging to Surface Water

Following the close of a 30-day public notice period, ADEC has prepared an APDES proposed final general permit for Small Publicly Owned Treatment Works and other Small Treatment Works Discharging to Surface Water. Prior to making the final decision to issue the general permit, DEC invites you to view the proposed final general permit and associated documents. Permit Coverage: Small publicly owned treatment works and other small privately-owned treatment works providing secondary treatment of domestic wastewater discharging up to 1 million gallons per day to fresh or marine surface water.

Description of Discharge:

  • Nature of Discharge: secondary treated domestic wastewater
  • Pollutants: ammonia, 5-day biochemical oxygen demand, dissolved oxygen, escherichia coli bacteria, enterococci bacteria, fecal coliform bacteria, pH, total residual chlorine, andtotal suspended solids
  • Volume of Discharge: up to 1 million gallons per day
  • Location of Discharge: fresh or marine surface water in the State of Alaska

Mixing Zone: Applicants may request modified effluent limits and facility specific mixing zones for dissolved oxygen, escherichia coli bacteria, enterococci bacteria, fecal coliform bacteria, pH, or total residual chlorine. DEC will authorize a mixing zone if it is consistent with the Clean Water Act and the mixing zone criteria at 18 AAC 70.240 through 18 AAC 70.270.

Determination:
DEC has determined to reissue the above listed general permit.
