RFP - NASPO ValuePoint New Construction Equipment

The NASPO ValuePoint RFP for Construction Equipment was released by the State of Oklahoma on May 25, 2017.  The RFP is scheduled to close on Wednesday, July 6, 2017 at 3:00 p.m. Central Time and is number OK-SW-192.

It is now appropriate to place any required legal notices in your state and to distribute the URL and solicitation information below to prospective suppliers that you may be aware of who would be interested in responding to the RFP.  I encourage you to post this solicitation to reserve your state’s ability to participate at some point in the future, even if you don’t immediately have plans to participate.

The solicitation is titled New Construction  Equipment.

The purpose of this competitive solicitation is to develop a “catalog discount” contract to provide for equipment to be made available for purchase. Only Manufacturer Suppliers with dealer networks in all states using the contract are asked to bid directly on the contract. The contract will be a multiple award contract for both equipment and warranty work with replacement parts. Highlights of the resulting master agreements from this RFP will include:

No freight charged from the manufacturing location to the dealer. The solicitation asks the suppliers to provide freight solutions from the dealer to the customer, if any, such as per loaded mile rate.

• The pricing structure is a percentage discount off the most current manufacturer list price, always verifiable as the newest, by the most current date of the manufacturer list price being provided. Already figured discounted price lists can also be submitted.

• Only manufacturers have been asked to respond, with the requirement that they have a dealer network presence in every state and property of the United States.

• Trade-in allowances are provided for, for those entities that are allowed trade-ins.

• Leasing or alternative financing methods are addressed in the solicitation with reference to terms and conditions to be addressed in participating Addendums, due to states’ statutory requirements.

• New equipment only unless special instances of where a new model has come out but there are “leftovers” from the previous model that are further specially discounted, subject to pre-approval by your state.)

• Opportunity for the customer to pick up the equipment rather than have it delivered.

• Allied and incidental and unpublished (paint, lights) or non-contract options are allowed, sold only in connection with the sale of a contract item, described as attachments, accessories, parts or bundles not manufactured by the contract Supplier that are requested by the purchasing entity to complete the purchase of equipment due to state or other government regulations.

• New products can be added to the contract as they come available, and discontinued items taken off, so the equipment is always the most current, without having to wait a year until the contract is renewed. Incentives have been asked for, such as seasonal sales or equipment further discount due to new model availability.

• Competitively bid, the evaluation includes scoring of pricing and response requirements.

Equipment will be tracked loaders, wheel loaders, motor graders, telehandlers, site dumpers (including articulated dump trucks), backhoes, skid steers, tracked excavators, wheeled excavators and dozers. A percentage discount is asked for attachments/Accessories, options and multiple unit discount.
