Notice of Proposal to Approve an Air Quality Control Minor Permit to BlueCrest Alaska Operating, LLC for the Cosmopolitan Project

BLUECREST ALASKA OPERATING, LLC
COSMOPOLITAN PROJECT

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve BlueCrest Alaska Operating, LLC (BlueCrest)’s application for Air Quality Control Minor Permit AQ1385MSS02 for the Cosmopolitan Project.

Applicant:       BlueCrest Alaska Operating, LLC, 3301 C Street, Suite 202, Anchorage, AK 99503

Location:        UTM Zone 5; Northing: 6636213; Easting: 567053

Activity:          BlueCrest’s application is classified under 18 AAC 50.508(6) to revise or rescind terms and conditions of a Title I permit. Only conditions being revised as described in the application and technical analysis report (TAR) are open to public comment.

Emissions:       The permit action does not change potential emissions at the stationary source.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Available Information: Copies of the permit application, ADEC’s preliminary permit and TAR are available at ADEC’s offices located at 555 Cordova Street, Anchorage, AK 99501, 907.269.7577 and at 410 Willoughby Avenue, Juneau, AK 99801, 907.465.5100, during normal business hours.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
