NOTICE OF REQUEST FOR PROPOSALS
King Juneau-Riverside and Stephen Richards Congestion Mitigation
RFP Number 25173016
The Department intends to enter into a negotiated agreement for professional services to evaluate various design alternatives to congestion at the intersection of Riverside Drive and Stephen Richards Memorial Drive. Intersection alternatives to be evaluated, mapped, modeled, and costs estimated include a two way stop controlled intersection, a four way stop controlled intersection, a signalized intersection, and a compact roundabout. The contractor will develop a Public Involvement Plan, public displays, and conduct two public meetings to help develop a preferred alternative. Upon selection of a preferred alternative the contractor will develop a final two dimensional design of the selected alternative in AutoCAD meeting the State design criteria. The contractor will also provide a sign summary and a stripping plan sheet to be incorporated into the final PS&E set.
Services to be obtained: Traffic Analysis, Intersection 2D design, engineers estimates, public involvement, displays, coordination, support, and sign summary.
A complete description of services is contained in the RFP Package. Estimated period for performance of the Agreement is April 12, 2017/June 30, 2018. Cost of these professional services is expected to be less than $200,000.
The Request for Proposals (RFP) Package will be available February 10, 2017 and may be obtained in person from the DOT&PF plans room at 6860 Glacier Highway, Juneau, AK 99801-7999. Persons residing outside the City & Borough of Juneau may obtain an RFP Package through the mail by telephoning (907) 465-4488. Walk-in and telephone service is available during the hours of 7:30 AM to 12:00 PM and 1:00 PM to 4:00 PM, Monday through Friday.
Proposals must conform to the RFP and be submitted with specified forms. Submittals must be received no later than March 3, 2017, 4:00 PM prevailing time. Please be advised that none of the courier services (Fed-EX, UPS, etc.) provide overnight service to or from Juneau. Please allow at least 2 to 3 business days for receipt of expedited packages.
Individuals with disabilities, including the hearing impaired, who may need auxiliary aids, services, and/or special modifications to submit a proposal should contact the TTD number: (800) 770-8973, no later than one week prior to the submittal date to make any necessary arrangements.

If you download a Request for Proposal (over $100,000) from this page, you must register with the respective regional plans room to be placed on the planholders list for that project and to receive subsequent addenda. Every effort will be made by the Department to insure that Contractors receive all addenda when issued. Addenda may be issued by any reasonable method such as mail, telefacsimile, express delivery service, and electronic posting to this website. It is the Offeror’s responsibility to insure that he has received all addenda affecting the RFP. No protest will be allowed based on the offeror’s allegation that he did not receive all the addenda for a RFP.
