The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0021TVP04 to the Hoonah Facility under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The Hoonah Facility is a diesel-electric generating stationary source that provides electric power to the Hoonah, AK area.
Application: As required by 18 AAC 50, Inside Passage Electric Cooperative applied for a renewal operating permit for the Hoonah Facility. ADEC received an application for Operating Permit AQ0021TVP04 on June 27, 2013 and amended application forms on August 9, 2013. This public notice is for the draft operating permit only.
Emissions: The potential annual emissions of regulated air contaminants at the facility are: 2 tons of particulate matter (PM-10), 240 tons of nitrogen oxides (NOX), 0.1 tons of sulfur dioxide (SO2), 22 tons of carbon monoxide (CO), and 4 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 268 tons per year.
Preliminary Review: Based on review of the application, ADEC has prepared a draft permit for the Hoonah Facility.

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
