NOTICE OF JOINT UTILITY APPLICATION TO TRANSFER SERVICE AREA

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on November 28, 2016, Acme Transfer Company, Inc. (ACME) and Haines Sanitation Inc. (HSI), jointly filed an application to transfer ACME’s service area held under Certificate of Public Convenience and Necessity (Certificate) No. 596 to HSI’s service area held under Certificate No. 203. Docket No. U-16-093 was opened to address this matter.

ACME and HSI both currently provide refuse service in the Haines, Alaska area. ACME and HSI are working together to make the proposed HSI Certificate transfer with no interruption in service.

ACME is exempt from economic regulation by the Commission pursuant to AS 42.05.711(d). HSI is exempt from economic regulation by the Commission pursuant to AS 42.05.711(i). Economic regulation means regulation of matters concerning a utility's rates and charges, quality of service, management practices, and customer complaints.

ACME and HSI jointly filed a petition for confidential treatment of the promissory note, purchase agreement, and financial information. ACME and HSI intend to file the promissory note, purchase agreement, and financial information on December 5, 2016. No request for waiver was filed with the application. The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete by December 19, 2016.
