ORDER 1-2016
CHANGING NAME OF MUNICIPALITY

Under the authority of AS 29.06.010(a), I order the following:

Section 1. Findings. As lieutenant governor, I find that the governing body of the first class city of Barrow, Alaska, has complied with the requirements of AS 29.06.010 to change the official name of its city from Barrow, Alaska to Utqiagvik, Alaska. In particular, I find that the city took the following steps to comply with the requirements of AS 29.06.010 in order to change its official name:

(1) On August 25, 2016, the city council enacted Ordinance No. 08-2016 for the purpose of changing its official name from the city of Barrow to the city of Utqiagvik and made subject to ratification of the voters;

(2) On October 4, 2016, a city election to ratify the passage of Ordinance No. 08-2016 was held;

(3) On October 10, 2016, the results of the October 4, 2016 election were certified by the city as to the following proposition: "On 25 August 2016, the Barrow City Council passed Ordinance No. 08-2016, which would change the name of the City of Barrow to the City of Utqiagvik if ratified by a majority of voters. Should Ordinance No. 08-2016 be ratified?" with the vote tally being in favor of the name change as follows:

(4) On October 19, 2016, the city filed with this office Ordinance No. 08-2016 to change its official name to Utqiagvik.

Sec. 2. Transition. Having found that the requirements of AS 29.06.010 have been satisfied, I order that the name the city of Barrow, Alaska is officially changed to the city of Utqiagvik, Alaska. Any civil or criminal suit, application, petition, hearing or other proceeding to which the city of Barrow is a party and that is pending at or brought after the date the name change takes effect under Section 3 of this Order, shall proceed in the name of city of Utqiagvik as changed by this Order.

Sec. 3. Notification. Pursuant to AS 29.06.010(a), a copy of this Order is to be transmitted to the Department of Commerce, Community and Economic Development.

Sec. 4. Effective Date. This Order takes effect December 1, 2016.
