ADEC has prepared an APDES preliminary draft permit for Agrium Kenai Nitrogen Operations. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
The Agrium Kenai Nitrogen Operations operates a nitrogen fertilizer manufacturing and export facility. The treated wastewater from the facility is proposed to be discharged to the Cook Inlet at 60.67151211 North by 151.39174974 West. The average discharge volume is 0.870 million gallons per day. A chronic mixing zone is authorized for: ammonia, total residual chlorine (TRC), pH, temperature, and whole effluent toxicity. An acute mixing zone is authorized for ammonia and TRC.
