The Alaska Department of Environmental Conservation, Village Safe Water (VSW) Program has released RFP #VSW-VAR-2017-01 effective August 22, 2016. This RFP solicits for architectural and engineering design review, preliminary engineering reporting and environmental review services.
The scope of work includes the following:
The A/E design review services scope includes review and comment of force account (and bid ready) plans and specifications submitted by others on water and wastewater capital projects. The design review services will include the following A/E disciplines:
- Architecture
- Engineering
- Civil
- Mechanical
- Electrical
- Structural
- Geotechnical
- Environmental
Depending on the composition of the plans and specifications, one or more discipline reviews will be requested. Also, the scope of work may include additional services to review and comment on other design related documents.
The scope of the PERs includes performing limited investigation from materials made available by VSW and drafting a PER in the format of the interagency PER (attached hereto). The PER presents the evaluation of alternatives and finding(s) for a given sanitary capital improvement, including the no action option.
The scope of the ER services will mostly be conducting EA for a given capital improvement project, though it may include an ER where the check list result is categorical exclusion. This will occur in the course of project planning or after a grant for a sanitation improvement project has been awarded. Special disciplines may occasionally include archeology and contaminated sites assessment.
The VA and ERP is an evaluation and response plan to potential disaster events. They are driven by Rural Community Assistance Partnership (RCAP), which is part of the Department of Health and Human Services. Attached to this RFP are RCAP emergency response planning guides for each public drinking water and wastewater public facility. Also, is included is the security vulnerability self-assessment guide for water systems.
RFP submissions will be received until 3:00 PM Alaska Time, Monday, September 12, 2016 in the office of DEC-Village Safe Water Program, 555 Cordova Street, 4th floor, Anchorage, AK 99501.
