BRIDGE ABUTMENT GUIDEBANK EXTENSION
AT TSINA RIVER, PLMP 767
The State Pipeline Coordinator’s Section (SPCS) received an application from Alyeska Pipeline Service Company, agent for the Trans-Alaska Pipeline System (TAPS) lessees, to amend the TAPS Right-of-Way Lease to add approximately 0.72 acres of land located near pipeline milepost (PLMP) 767.
The purpose of the request is to repair and extend the guidebank attached to the left abutment of the TAPS Access Road 7 APL-2 bridge that crosses the Tsina River. Heavy rains in the fall of 2015 damaged the guidebank and this work is needed to protect the integrity of the bridge that provides access for emergency response, routine maintenance activities, and to a cathodic protection station. The lands generally described as:
SW4NE4 Section 9, Township 8 South, Range 2 West, Copper River Meridian, Alaska, 125’ x 250’ area along and adjacent to the left bank of the Tsina River and adjacent to the existing TAPS access road 7 APL-2 right-of-way, as depicted on Plat 81-2 of the Valdez Recorder’s Office.
In accordance with Alaska Statue 38.35.080, the Commissioner has prepared an analysis of the application and a proposed decision. The public is invited to comment on the Analysis and Proposed Decision. All comments must be submitted in writing to the SPCS before 5:00 p.m. on June 10, 2016.
If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after June 13, 2016. If no significant changes are required, then the proposed decision, including any minor changes, will be issued without further notice as the final decision of the Department of Natural Resources after June 10, 2016.
