Notice of Applicant Review of an Alaska Pollutant Discharge Elimination System Proposed Final Draft Permit Modification to Discharge to Waters of the US, Furie Operating Alaska LLC, Kitchen Lights Unit #1

Following the close of a 30-day public notice and review period, DEC has prepared a proposed final APDES individual permit modification for AK0053686 – Kitchen Lights Unit #1 – Julius R. Platform (permit). Prior to making the final decision to issue the permit, DEC invites you to view the proposed final permit modifications and associated documents. Consistent with 18 AAC 83.130(f), DEC will consider comments only on the proposed modifications to the existing Permit. Proposed permit modifications are underlined in the modified Permit. All other provisions of the existing Permit shall remain in effect for the term defined in the existing Permit. Permit: AK0053686 – Kitchen Lights Unit #1 – Julius R. Platform

Proposed Permit Modification Coverage:
Furie Operating Alaska, LLC (Furie) is currently permitted for gas platform installation and production discharges associated with the Kitchen Lights Unit #1, Platform A (now known as Julius R). Currently authorized discharges include: domestic wastewater (001), deck drainage (002), a one-time discharge of mud, cuttings, and cement at the seafloor (003), and fire control test water (004). Due to safety concerns, Furie has opted to replace the previously permitted mobile offshore drilling unit (MODU) with another facility. As a result, DEC has received an applicant request to modify the permit per 18 AAC 83.135. The changes to the facility include additional deck drainage (002), and two discharges that were not previously applied for: non-contact cooling water (005), and uncontaminated ballast water (006). The applicant has requested a 20-meter chronic mixing zone for thermal dispersion from the non-contact cooling water.

Determination: DEC proposes to issue the above listed permit modification.

Public Comments:
Comments from the general public were accepted during the Public Notice period from March 18, 2016 through April 18, 2016 and will not be accepted during this review period.

Deadline for Written Applicant Review Comments:
The applicant has provided written notice authorizing a shortened review period per 18 AAC 83.120(m). The deadline for proposed final permit review comments by the applicant is April 21, 2016, 5:00 pm Alaska Daylight Time.

The APDES proposed final draft permit modification, fact sheet and associated documents are available for public review at the DEC offices located in Anchorage and Soldotna. Please contact the office of your choice to arrange for hard copies of the documents to be available for your review.
