Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Alaska Electric Light & Power Company (AEL&P) filed tariff revision TA446-1, to add the new Small Facility Power Purchase Rate (SFPPR) to its tariff in compliance with a recently-enacted Commission regulation (3 AAC 50.790(d)).  The SFPPR will replace the existing Non-Firm Power Purchase Rate (NFPPR).

3 AAC 50.790(d) states that by April 1, 2016, a regulated electric utility must submit a proposed tariff filing that includes a standard rate for purchase of energy from qualifying facilities (QF) with a design capacity of 100 kW or less.  3 AAC 50.770(i) states that the SFPPR must be expressed in cents-per-kilowatt-hour unless otherwise ordered by the Commission. The rate must be determined from the sum of fuel costs and variable operations and maintenance expenses and the energy portion of purchased power expense, using the same period employed to project costs and sales in the utility’s adjustment clause (in this case a Cost of Power Adjustment (COPA)) methodology, divided by the number of kilowatt-hours sold for the same time period.

With TA446-1, AEL&P proposes two rates for the SFPPR. Rate A is for use when energy is available from AEL&P-owned hydroelectric generators and the Snettisham hydroelectric facility is sufficient to meet all AEL&P customers’ firm energy requirements. Rate B is for use when AEL&P is using diesel fuel to generate electricity. However, diesel generation for maintenance and testing purposes of two hours or less per day will not cause this rate to become effective. AEL&P proposes calculating Rate A by using the incremental cost of firm energy per kilowatt-hour from Snettisham.  AEL&P proposes calculating Rate B by dividing the cost of diesel fuel consumed in the three months preceding the filing by the kilowatt hours produced by diesel generation in the same period.  The proposed calculations for Rates A and B do not contain any changes from the currently effective formulas in for calculating the NFPPR.

AEL&P’s initial proposed SFPPR Rate A is $0.0000/kWh, which represents no change from the existing NFPPR Rate A of $0.0000/kWh.

AEL&P’s initial proposed SFPPR Rate B is $0.3078/kWh, which represents no change from the existing NFPPR Rate B of $0.3078/kWh.
