USACE-FUDS Contaminant Characterization and Removal at Timber Pump Station

The DNR, DMLW, Northern Region Lands Section has received a Land Use Permit application from the US Army Corps of Engineers – Formerly Used Defense Sites program (USACE-FUDS) to conduct contaminant characterization and removal activities at Timber Pump Station, near milepost 278 of the Richardson Highway.

PROPOSED ACTIVITY:

USACE-FUDS submitted an application to conduct contaminant characterization and removal activities at Timber Pump Station, associated with operation of the former Haines-Fairbanks pipeline, near milepost 278 of the Richardson Highway. They propose to remove and dispose of two aboveground storage tanks, underground storage tanks, associated piping and appurtenances, residual petroleum, and associated petroleum-contaminated soil, as well as decommission the septic tank. Excavations will be sampled to confirm DEC Level Two Migration to Groundwater soil cleanup levels, then backfilled and restored. Soil borings may be drilled and groundwater monitoring wells may be installed to delineate further contamination. Refer to the application packet for specific details regarding the proposed project.

This project will use typical construction and excavation equipment. Access will be provided directly from the Richardson Highway near MP 278.

LOCATION:

The site is located near MP 278 of the Richardson Highway (see attached map). The proposed activity is within the Doyon, Limited Region, though no corporation lands are affected.  The site is located within the Unorganized Borough.

LEGAL DESCRIPTION:

The site is located in the SE ¼ of Section 26, Township 8 South, Range 9 East of the Fairbanks Meridian; containing 5 acres, more or less.

Written comments must be received in writing by the DMLW, Lands Section on or before 5:00 p.m. Thursday, April 7, 2016 in order to ensure consideration.
