CRUZ CONSTRUCTION INC

Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: CRUZ CONSTRUCTION INC

PROJECT NAME: LAS 30745

GEOGRAPHIC LOCATION: Franklin bluffs gravel pad, between mile posts 377 and 378 on the east side of the Dalton Highway, approximately 40 miles south of Deadhorse.  

LEGAL DESCRIPTION:
Within the SW1/4 NE1/4 and W1/2 SE 1/4 NE 1/4 of Section 9, Township 4 North, Range 14 East, Umiat Meridian.

REQUESTED ACTIVITY: Cruz Construction has applied for a work camp and staging site for material and equipment (rock, geotextile, pipe, vehicles and other equipment) on the Franklin bluffs gravel pad for the DOT Dalton Highway Reconstruction MP 379-397 project.  The camp would use four acres of the southeast corner of the pad during the active months of April thru October in 2016 and 2017, and consolidate to one acre of stored equipment during the intervening winter.  The camp would consist of pre-assembled modular units to serve over 50 employees and supervisors.  Black and grey water will be stored in holding tanks (unseparated, approx 1,000 gal/day) and disposed of at an approved facility in Prudhoe Bay.  Solid wastes will be stored in dumpsters and taken to an approved landfill on a regular basis. Oil drums and fuel would be stored on site in UHMW lined perimeter containment, with fuel in double walled tanks:  20,000 gallon bulk tank for diesel fuel and 5,000 gallon tank for gasoline.  A spill prevention plan will be submitted to DOT as part of the project Storm Water Pollution Prevention Plan. Construction equipment, vehicles and other related equipment to be staged on site will be inspected for fluid leaks, and equipped with spill kits. The area of the camp will be flagged as off-limits to the public to avoid incidents with heavy equipment.  

PROPOSED DATES OF USE:
Start: April 1, 2016
End: December 31, 2017
