Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Golden Valley Electric Association, Inc. (GVEA) filed tariff revision TA274-13, in compliance with 3 AAC 48.230, which requires a utility to transmit billing and contract forms used routinely in its operation, and in compliance with Letter Order No. L1500553 which approved TA268-13, revising GVEA’s rules regarding Extension of Facilities and required GVEA to file new forms generated by the rule revisions. With TA274-13, GVEA requests approval of the Electric Service Contract and Subdivision Backbone Agreement forms. The Electric Service Contract form provides, in writing, the minimum monthly payment to be made by a customer who has had a new line extension installed to help offset the cost of construction. The Subdivision Backbone Agreement form lays out the standard agreement between GVEA and a subdivision owner/developer for a new line extension in a new platted subdivision. The form provides the following information:
- Lots to be serviced
- Conditions precedent to provision of electricity and amount of cash deposit required prior to construction
- Refund of cash deposit for each lot, on which a permanent structure is connected to GVEA’s electric system and is restricted to not exceed five years from the date of completion of the electric system to the subdivision and limited to original deposit. GVEA has the sole right to determine whether or not the structure is permanent
- If the owner desires any additional facilities beyond the transformer and service connection to service the costs are responsible for the cost
