Notice of Opening of Docket of Investigation
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that it has opened a docket to investigate the use of the Deferred Regulatory Liability from Gas Sales (DRLGS) fund maintained by the Municipality of Anchorage d/b/a of Municipal Light and Power Department (ML&P). This docket of investigation, now designated as U-15-096, was initiated with Order U-13-184(22).
The Commission approved the creation of the DRLGS fund in Order U-07-045(2), an order that approved ML&P’s proposed method of calculating the transfer price of natural gas from ML&P’s gas fund to ML&P’s electric fund for use in generating electricity. In that docket we found that the fund would equitably share the benefits of ML&P’s investment in the Beluga River Unit gas field with its customers over the economic life of the producing field. Also, in Order U-07-045(2) we required ML&P to submit quarterly reports on the activity of the DRLGS fund as part of its quarterly cost of power adjustment filings until the balance of the DRLGS reaches zero. Details on the creation of the fund can be found in documents contained in Docket U-07-045. The most recent quarterly report can be found in TA344-121, filed by ML&P on August 21, 2015. The liability balance reported in TA344-121 is nearly $72 million.
This notice does not address in detail all the issues which may be considered during the investigation and the Commission may approve or impose conditions based on issues and facts not known at the onset of the investigation.
