Notice of proposal to issue Air Quality Control Operating Permit, Revision 5 to BP Exploration (Alaska), Inc. (BPXA) for Transportable Drill Rigs

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0455TVP01, Revision 5 for the Transportable Drill Rigs, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: North Slope Drilling Area

Activity: Transportable drill rig operations at Title V stationary sources in the defined drilling area.

Application: As required by 18 AAC 50, BPXA applied for an operating permit minor modification for the Transportable Drill Rigs. BPXA submitted the application on March 14, 2014. ADEC is also modifying the operating permit due to a material mistake in Revision 4 regarding the fuel use equivalency factor. The Department is correcting this material mistake under AS 46.14.280(a)(2)(A) as a significant modification. ADEC is incorporating both modifications in Revision 5. This public notice is for the changes under Revision 5 only. BPXA’s application is for revisions to update the fuel use equivalency factor for drill rigs equipped with only Tier 2/Tier 3 engines, allow use of alternate drill rigs without permit modification, and update the drill rig emission unit inventory. Only the changes associated with Revision 5, as noted in the statement of basis in the section “Title V Operating Permit Application History”, are open to public comment. ADEC will also consider any comments on the operating permit that are relevant to preliminary Minor Permit No. AQ0977MSS03 as comments on the minor permit. The public notice for the minor permit ended on April 17, 2015. BPXA has requested ADEC issue the revised operating permit and minor permit simultaneously. ADEC intends to have all conditions that are relevant to both permits consistent between the two permits.

Emissions: The potential annual emissions of regulated air contaminants at the facility are not affected by the significant modification.

Department Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decision for the Transportable Drill Rigs.

Available Information: Copies of ADEC’s draft operating permit and statement of basis are available at ADEC’s Anchorage office, 619 E. Ship Creek, Suite 249, Anchorage, AK 99501 (907) 269-7577.

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

The draft operating permit and statement of basis are also available at ADEC’s website at: http://dec.alaska.gov/applications/air/airtoolsweb.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
