The Department of Transportation and Public Facilities (DOT&PF) proposes to adopt regulation changes in Title 17, Chapter 45 of the Alaska Administrative Code, dealing with rural airports to include updates to legal or regulatory citations, making various amendments relating to leasing, concessions, and permitting, deleting the appraisal requirement for determining fair market rent at seaplane facilities, adding a new special event permit, increasing airport badging fees, amending language for readability and clarity or to ensure consistency with airport practices, updates to various business licensing or permitting requirements, deleting outdated rents and fees, modifying notice procedures, adding a category of airport user that may be exempt from rents and fees, deleting old categories of airport users (aviation use, non-aviation use, and auxiliary use) and creating two new categories of airport users(aeronautical use and non-aeronautical use), and deleting, amending, and updating various definitions.
You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Alex Moss, AIAS Planning Manager at P.O. Box 196960, Anchorage, Alaska, 99519-6960. Additionally, the DOT&PF will accept comments by electronic mail at alex.moss@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System, by accessing this notice on the system and using the "comment" link. The comments must be received no later than October 16, 2015 at 3:00pm. Written comments received are public records and are subject to public inspection.

The questions must be received at least 10 days before the end of the public comment period. The DOT&PF will aggregate its response to substantially similar questions and make the questions and response available on Alaska Online Public Notice System. The DOT&PF may, but is not required to, answer written questions received after the 10-daycut-off date and before the end of the comment period.
