Carrier Application for Consolidation of Certificates and Transfer of Single
Certificate
The
Regulatory Commission of Alaska (Commission) gives notice that on
September 12, 2014, Kenai Beluga Pipeline, LLC (KBPL), Beluga Pipeline Company
(Beluga), Kenai Kachemak Pipeline, LLC (KKPL), Hilcorp Alaska, LLC d/b/a Cook
Inlet Gas Gathering System (CIGGS), and Hilcorp Alaska, LLC d/b/a Kenai Nikiski Pipeline (KNPL) (collectively the Applicants) filed a joint application to
transfer Certificate of Public Convenience and Necessity (CPCN) Nos. 448, 711,
668, and 689 into a single CPCN. Beluga, CIGGS, KKPL, and KNPL operate natural
gas pipelines in the Cook Inlet Basin of Alaska. The Applicants are all owned
100 percent, directly or indirectly, by Hilcorp Alaska, LLC. Docket No.
P-14-025 was opened to address this matter.
The
Applicants seek approval of the requested transfer and consolidation to allow
operation of the consolidated system as a pipeline system with a single CPCN. The
Applicants propose that KBPL operate the consolidated pipeline system under
amended CPCN No. 668. The Applicants state that post-consolidation, the CPCNs
of CIGGS, KNPL, and Beluga will be returned to the Commission. In addition, the Applicants have requested
any temporary authority necessary to allow KPBL to begin operation of the
consolidated system by November 1, 2014.
On
August 29, 2014, the Applicants filed a settlement agreement and tariff for the
consolidated pipeline system into Docket No. P-13-014. KBPL is seeking
authority under the settlement agreement to operate the consolidated pipeline
system under a single CPCN, with a single postage stamp rate ($0.2912 per Mcf)
applicable to shipments between any two points on the consolidated systems. KBPL
will operate under a single tariff.
No
motions for waivers or petitions for confidentiality were filed with the
application. KBPL, a new entity, requested the Commission rely on the financial
information filed by Hilcorp Alaska, LLC in dockets opened to address the
acquisition of several North Slope oil and gas pipelines (Docket Nos. P-14-014,
P-14-015, P-14-016, P-14-017, and
P-14-018). KBPL also requested the Commission’s decisions to treat the
financial information as confidential in the above referenced dockets be
extended to this proceeding.
The
Commission has not assessed the completeness of the application filed in Docket
No. P-14-025. The Commission may determine whether the application is complete
by
October 3, 2014.
