NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION

NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION

   

The Alaska Commission on Postsecondary Education proposes to change regulations relating to the authorization of postsecondary institutions operating in Alaska

   

The Alaska Commission on Postsecondary Education proposes to adopt regulation changes in Title 20 Chapter 17 of the Alaska Administrative Code dealing with regulations relating to the authorization of postsecondary institutions operating in Alaska (AS 14.48), including the following:
  • provide for Alaska’s participation in the Western Interstate Commission for Higher Education State Authorization Reciprocity Agreement (W-SARA) (20AAC17.016);
  • set out how Alaska institutions delivering distance education in other states can participate, and establish ACPE as the state W-SARA approving agency;
  • establish exemption from authorization for out-of-state SARA-participating institutions delivering distance education in Alaska;
  • establish process for accepting and acting on complaints from out-of-state students participating in distance education delivered by Alaska W-SARA institutions;
  • adopt W-SARA physical presence definition and related definitions and policies; and
  • make general housekeeping and conforming changes.

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to the Executive Director of the Alaska Commission on Postsecondary Education, P. O. Box 110505, Juneau, Alaska 99811-0505, or ACPE.ExecDirector@Alaska.gov.  Comments received are a public record.  The comments must be received no later than 4:30 p.m. on March 24, 2014.  If you are a person with a disability who needs a special accommodation in order to participate in this process, please contact Rochelle Rogers at 907-465-6718 no later than 4:30 p.m. March 17, 2014, to ensure that any necessary accommodations can be provided.

After the public comment period ends, the Alaska Commission on Postsecondary Education will either adopt these or other provisions dealing with the same subject, without further notice, or decide to take no action on them.  The language of the final regulations may be different from that of the proposed regulations.  YOU SHOULD COMMENT DURING THE TIME ALLOWED IF YOUR INTERESTS COULD BE AFFECTED.
