Proposal to issue an Air Quality Control Operating Permit and Air Quality Minor Permit to Doyon Utilities for the Fort Greely Real Estate Privatized Emission Units

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit AQ1183TVP02 and Air Quality Minor Permit AQ1183MSS04 to Doyon Utilities, LLC, for the Fort Greely Real Estate Privatized Emission Units, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application:   Doyon Utilities submitted an application for renewal of their operating permit on February 25, 2013 and an application for a minor permit on April 18, 2013 to revise terms and conditions of an existing permit

Activity: Doyon Utilities operates four oil-fired boilers, five diesel generator engines, and two pumps at the Fort Greely US Army Base.

Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 8.7 tons of Particulate Matter, 204.9 tons of Nitrogen Oxides, 29.4 tons of Sulfur Dioxide, 48.5 tons of Carbon Monoxide, and 8.5 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants is 300 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
