Proposal to issue an initial Air Quality Control Operating Permit for the Jarvis Street Diesel Plant

STATE OF ALASKA
DEPARTMENT OF ENVIRONMENTAL CONSERVATION
CITY AND BOROUGH OF SITKA, JARVIS STREET DIESEL PLANT

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an initial Air Quality Control Operating Permit No. AQ0014TVP01 for the Jarvis Street Diesel Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant: City and Borough of Sitka (CBS) 

Permittee Address: 100 Lincoln Street, Sitka, AK 99835

Location: 105 Jarvis Street, Sitka, AK 99835; Latitude 57.1°N, Longitude 135.3° W

Activity: The Jarvis Street Diesel Plant is an electric utility managed by CBS. The plant provides standby, maintenance, and emergency generation capacity to residential, commercial, and public customers in Sitka, Alaska.

Application: As required by 18 AAC 50, CBS applied for an initial Title V operating permit on February 13, 2013 with supplemental information submitted on May 13, 2013. CBS applied for a minor permit on April 3, 2013. This public notice is for the draft operating permit and preliminary minor permit.

Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 249.9 tons of Nitrogen Oxides, 57.3 tons of Carbon Monoxide, 7.2 tons of Particulate Matter, 2.1 tons of Sulfur Dioxide, and 21.6 tons of Volatile Organic Compounds. The total annual emissions of regulated criteria air pollutants are 329 tons. The potential annual emissions for Greenhouse Gases are estimated at 98,650 tons of carbon dioxide equivalent emissions. 

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Jarvis Street Diesel Plant.

The administrative record for this permit is available for review at the Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if the Department finds that good cause exists. The Department will consider all comments received and make any changes the Department finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. The Department will issue a final decision to issue or deny the permit after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m. September 13, 2013.
