Notice of Long-term Timber Sale Tok

Notice of Timber Sale (11 AAC 71.020 [Notice of sale] and AS 38.05.945 [Notice])
  

The Alaska Department of Natural Resources, Division of Forestry (DOF), as part of its forest management program, will offer the Tok Biomass Timber Sale (NC-1075T) for competitive sealed bid.  The sale area encompasses state land within an approximate 40 mile radius of the community of Tok, Alaska located in Township 18N, Range 13E, in the Copper River Meridian. Tok is found on the United States Geological Survey 1:63,360 Quadrangle map titled Tanacross B-4. The timber being offered is generally defined by the document: Final Best Interest Finding for a Long Term Timber Sale for Biomass Utilization in Tok, Alaska (BIF), NC-1075T published on April 3, 2013. The DOF is offering for sale approximately 700 to 900 acres of timber a year for a contract period of 25 years. The DOF estimates that the timber harvested for this sale will be approximately one third pole (between 5 and 8.9 inches DBH) timber types and two thirds sapling (less than 5” average DBH) timber types. The goal of this contract is to harvest approximately 35,000 Green Tons of mixed species timber a year in an effort to reduce the risk of wildfire to the community of Tok. Some sawlog volume may be incidentally scattered in the sale but due to the location and type of the timber, it is not a major component of the stands being offered.

Bidders will submit a Green Ton bid price for harvested wood for mixed species for any timber removed from the sale.  The minimum bid for this sale will be $2.50/ Green Ton.  This is a SEALED BID SALE.   

To qualify for bidding, all bidders must submit a copy of their current Alaska Business License with their sealed bid.  Sealed bids must be submitted on the form provided by the Division of Forestry, marked on the outside with the timber sale name and number, and addressed to the Tok Area Office, Alaska Division of Forestry, P. O. Box 10, Tok, AK 99780.  Sealed Bids will be accepted until the bid opening, at 4:30 P.M. prevailing time, August 20, 2013.  Sealed bids may also be presented in person to the Tok Area Forester, Jeffrey Hermanns, before the bid opening.  All bids must be in the physical possession of the Tok Area Forester before the bid opening.  Bidders are responsible for assuring that their complete bid package is delivered on time.  If a tie in the high sealed bid occurs, the successful bidder will be determined by lot at the time of bid opening.  The State reserves the right to reject any or all bids.  Unless all bids are rejected, the State will award the sale to the responsible qualified bidder offering the highest total bid for the timber, which is the only bid item.

A bid deposit in the amount of $50,000 will be required at the time bids are submitted.  Bid deposits will be returned to unsuccessful bidders.  The bid deposit from the successful bidder will be applied to the Advance Stumpage Payment.  This sale requires an additional performance bond of $65,000 at the signing of contract as well as a scarification bond of $72,000 (based on one years harvest at $80/acre) prior to operating on state land.  The contract will expire 25 years following its execution.
