NOTICE OF PROPOSED CHANGES ON RECLASSIFICATION OF CERTAIN FIRST CLASS CITIES IN THE REGULATIONS OF THE LOCAL BOUNDARY COMMISSION

NOTICE OF PROPOSED CHANGES ON RECLASSIFICATION OF CERTAIN FIRST CLASS CITIES IN THE REGULATIONS OF THE LOCAL BOUNDARY COMMISSION

The Local Boundary Commission proposes to adopt regulation changes in 3 AAC 110 of the Alaska Administrative Code, dealing with the reclassification of certain first class cities, including the following:

  1. 3 AAC.110.371 is proposed to exempt a written request for reclassification for certain first class cities under AS 29.04.045 from standards applicable to other reclassifications.
  2. 3 AAC 110.400 is amended to exempt written requests submitted under AS 29.04.045 from procedures applicable to written petitions for reclassification.
  3. 3 AAC 110.710 is proposed to provide procedures for submission and review of a written request under AS 29.04.045 by the Local Boundary Commission.

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to the Local Boundary Commission at 550 W. 7th Avenue, Suite 1640, Anchorage, AK 99501. Additionally, the Local Boundary Commission will accept comments by electronic mail at lbc@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System by accessing this notice on the system and using the comment link. The comments must be received not later than 5:00 p.m. on Wednesday, November 22, 2023.

You may submit written questions relevant to the proposed action to Jedediah R. Smith at Jedediah.Smith@alaska.gov or to 550 W. 7th Avenue, Suite 1640, Anchorage, AK 99501. The questions must be received at least 10 days before the end of the public comment period. The Local Boundary Commission will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System and https://www.commerce.alaska.gov/web/dcra/LocalBoundaryCommission.aspx .

After the public comment period ends, the Local Boundary Commission will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulation may be different from that of the proposed regulation. You should comment during the time allowed if your interests could be affected.

Fiscal information: The proposed regulation changes are not expected to require an increased appropriation.
