NOTICE OF PROPOSED CHANGES TO THE PERMANENT FUND DIVIDEND (PFD)
 ONLINE APPLICATION DATABASE AND PFD EDUCATION RAFFLE
IN THE REGULATIONS OF THE PFD DIVISION, DEPARTMENT OF REVENUE

BRIEF DESCRIPTION

The Department of Revenue proposes to change regulations on the online Permanent Fund Dividend (PFD) application database and the PFD Education Raffle.

The Department of Revenue proposes to adopt regulation changes to 15 AAC 23 of the Alaska Administrative Code, dealing with the online Permanent Fund Dividend (PFD) application database and the PFD Education Raffle, including the following:

15 AAC 23.253(b)(25) is proposed to be repealed.

15 AAC 23.360(a) is proposed to be amended to remove the requirement that an alternative method to online submission be available for entering the education raffle.

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Genevieve Wojtusik at Alaska Department of Revenue, Permanent Fund Dividend (PFD) Division, P.O. Box 110462, Juneau, AK, 99811-0462. Additionally, the Department of Revenue will accept comments by facsimile at (907) 465-3470 and by electronic mail at Genevieve.wojtusik@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System, by accessing this notice on the system and using the comment link. The comments must be received not later than 5:00 pm on November 20th, 2023.

You may submit written questions relevant to the proposed action to Genevieve Wojtusik at Genevieve.wojtusik@alaska.gov or Alaska Department of Revenue, PFD Division, P.O. Box 110462, Juneau, AK, 99811-0462.  The questions must be received at least 10 days before the end of the public comment period. The PFD Division will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System.

After the public comment period ends, the PFD Division will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulation may be different from that of the proposed regulation. You should comment during the time allowed if your interests could be affected.
