NOTICE OF PROPOSED CHANGES ON CHILD SUPPORT ENFORCEMENT IN THE REGULATIONS OF THE DEPARTMENT OF REVENUE
The Department of Revenue proposes to change regulations in 15 AAC 125 on Child Support Enforcement’ appeal timeframe for passport denial, revocation or limitation; procedures to contest income withholding; interest on child support arrears; and case closures, and conforming and clarifying changes related to these amendments.
The Department of Revenue proposes to adopt regulation changes in Title 15, Chapter 125 of the Alaska Administrative Code, dealing with Child Support Enforcement, including the following:
- 15 AAC 125.420(c) Denial, revocation or limitation of passports, is proposed to be amended to make the appeal timeframe the same (30 days) as the Federal Offset Program appeal time frame.
- 15 AAC 125.510(a) Procedures to contest income withholding, is proposed to be amended to remove the notice being sent to the Custodial Parent (CP).
- 15 AAC 125.840(f)(1) Interest on child support arrears, is proposed to be amended to reduce the paperwork between agency and client
- 15 AAC 125.875(a) Case closures, is proposed to be amended to remove the outdated CFR reference.

Additionally, the Department of Revenue will accept comments by facsimile at (907)787-3121 and by electronic mail at dor.cssd.regulations@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System by accessing this notice on the system and using the comment link. The comments must be received not later than 4:30 p.m. on Wednesday, August 30, 2023.

The questions must be received at least 10 days before the end of the public comment period. The Department of Revenue, Child Support Enforcement Division will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System and the Child Support Enforcement Division website, www.childsupport.alaska.gov.

After the public comment period ends, the Department of Revenue will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulation may be different from that of the proposed regulation. You should comment during the time allowed if your interests could be affected.
