Notice of proposed Solid Waste Permit - Operation of a Class III Municipal Solid Waste Landfill - Newtock Village Council - Native Village of Kongiganak

The Alaska Department of Environmental Conservation (ADEC) has determined that the permit applications for operation of a Class III Municipal Solid Waste Landfill, listed below, are complete. ADEC is proposing to issue a solid waste permit for each facility.

LOCATION:

Mertarvik – New landfill 0.9 miles southwest of the community, within Section 24, Township 010N, Range 087W, Seward meridian.

Kongiganak – Existing landfill at the end of a 1.5 mile boardwalk, NW of the community, within Section 31, Township 002S, Range 079W, Seward meridian.

PROJECT

DESCRIPTION:

The landfill will serve the 388 residents of Mertarvik that will be relocated from Newtok. The 9.4-acre, fenced site will include a burn unit, separate disposal cells for municipal waste, septage, and animal carcasses, and salvage and storage areas.

The landfill serves the 503 residents of Kongiganak. The 7-acre site includes a burn unit for waste volume reduction and solid waste disposal cells.

OPPORTUNITY FOR PUBLIC PARTICIPATION:

ADEC is seeking comment regarding the proposed permits only.  Notice is given that any person interested may present written comments relevant to the proposed permits to ADEC.  Written comments will be included in the record if received before 5:00 p.m. on January 28, 2019.
