Notice of Proposal to Issue an Air Quality Control Minor Permit and Renew Air Quality Control Operating Permit for the City and Borough of Sitka's Jarvis Street Diesel Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Minor Permit AQ0014MSS03 to the Jarvis Street Diesel Plant. Additionally, ADEC proposes to renew Air Quality Control Operating Permit AQ0014TVP02 using the integrated review procedures described in 18 AAC 50.326(c)(1)

Latitude 57° 6’ 7.5” N, Longitude 135° 18’ 23.5” W

Activity:         The Jarvis Street Diesel Plant is an electric utility managed by CBS. The plant provides supplemental power to the community of Sitka, Alaska in the event that there is insufficient hydroelectric power available from CBS Electric Department.

Application:  CBS submitted a renewal application for Title V permit for the Jarvis Street Diesel Plant on June 1, 2018. The application also includes a request for a modification requiring a minor permit. This public notice is for the draft operating permit and preliminary minor permit.

Emissions:     The minor permit action does not change potential emissions at the stationary source. The potential annual emissions of regulated air pollutants at the source will not exceed: 249.9 tons of Nitrogen Oxides, 57.3 tons of Carbon Monoxide, 8.06 tons of Particulate Matter, 2.20 tons of Sulfur Dioxide, 24.1 tons of Volatile Organic Compounds, and 1.96 tons of Hazardous Air Pollutants. The potential annual emissions for Greenhouse Gases are estimated at 114,903 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 342 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Jarvis Street Diesel Plant.

Available Information: Copies of the permit applications, preliminary minor permit, draft operating permit, technical analysis report, statement of basis, and administrative records are available at ADEC’s Anchorage office, 555 Cordova Street, Anchorage, AK 99501, (907) 269-7577 during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
