Regulations dealing with municipal grant and loan amendments were adopted by the Department of Environmental Conservation on July 27, 2017, with an effective date of September 10, 2017. The regulations have been made permanent and have been filed by the Lt. Governor. The regulations will appear in Register 223, October 2017, of the Alaska Administrative Code. The regulations changes are summarized as follows:

The amended regulations allow for financing terms of up to 30 years for both clean water and drinking water projects. The amendments broaden the definition of eligible projects and expand subsidization of projects for disadvantaged communities. The method for calculating financing rates for all loans has been revised to maintain rates below market rates, but still based on overall market trends.
