LAS 31767 - Public Notice of Land Use Permit request for temporary storage activities on state lands of the North Slope

Doyon Remote Facilities & Services, LLC.

Subject to AS 38.05.850, the Northern Regional Land Office is considering the issuance of a Land Use Authorization (LAS 31767) to Doyon Remote Facilities & Services, LLC. The applicant has requested 5-year issuance of an authorization for the temporary storage of man camp structures and related equipment on gravel pads of the North Slope oil field.

The current request is for the temporary storage of man camp structures on 'Mustang Pad' (located within the North Slope oil field Southern Miluveach). Units will be dry stacked and will not include hazardous materials.

PROJECT NAME:  LAS 31767, Temporary storage on gravel pads over state land

GEOGRAPHIC LOCATION: The authorization will be general in nature for gravel pads on state land within the Umiat Meridian and between the Colville and Canning Rivers (the greater North Slope oil field). The applicant will be required to request and receive authorization from DNR prior to conducting individual storage activities.

The current storage request location is the Mustang Pad, located within the Southern Miluveach Unit.

LEGAL DESCRIPTION:  Umiat Meridian, between the Colville and Canning Rivers.

Current storage request is for: NE 1/4 OF SE 1/4 of Section 2, Township 10 North, Range 7 East, Umiat Meridian.

REQUESTED ACTIVITY:  The temporary storage of man camps and related equipment on gravel pads of the North Slope oil field. Impermeable secondary containment capable of holding 110% of the largest storage volume will be placed under the structures holding hazardous materials. Storage may not include hazardous materials. The applicant will be required to request and receive authorization from DNR prior to conducting individual storage activities.

The DNR DMLW NRO proposes to authorize the requested temporary storage authorization for a renewable period of 5 years.

The Land Use Permit application package is attached for review.

DEADLINE FOR COMMENTS: 5:00 pm, June 27, 2017.

The public is invited to comment on the proposed permit. Comments must be received by the Division of Mining, Land and Water by 5:00 PM, June 27, 2017.
