Notice of Proposal to Issue an Air Quality Control Minor Permit to Naknek Electric Association, Inc., Naknek Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Naknek Electric Association’s (NEA) application for Air Quality Control Minor Permit No. AQ0323MSS05 for Naknek Power Plant.

Applicant:      Naknek Electric Association, Inc., P.O. Box 118, Naknek, AK 99633

Location:       1 School Road, Naknek, Alaska;

                        Lat: 58° 43”N; Long: 157° 00”W

Activity:         NEA’s application is classified under 18 AAC 50.508(5) to avoid PSD review.  The application is also classified under 18 AAC 50.508(6) to limit increase in potential emissions to below 18 AAC 50.502(c)(3)(A).

Emissions:     Annual potential emissions at Naknek Power Plant will not exceed 925 tons NOx, 272 tons CO, 16 tons PM, 118 tons SO2, and 27 tons VOC. 

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50. Only those conditions being revised as described in the permit application and technical analysis report (TAR) are open to public comment.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
