Notice of an Application Package for an Oil Discharge Prevention and Contingency Plan, Harvest Alaska LLC, West Side of Cook Inlet from Granite Point to Redoubt Bay, Alaska

An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation.  The details are as follow:

Proposed Activity:      
Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Harvest’s crude oil transmission pipeline (COTP) and processed crude oil storage facilities on the west side of Cook Inlet..  Facilities covered under the plan include the Drift River Terminal (DRT), Christy Lee Offshore Platform, and the COTP that ships crude oil from the Granite Point Tank Farm and the West Foreland Pump Station to the Drift River Terminal.  DRT facilities include two 270,000 barrel capacity tanks and associated piping for receiving crude oil from the COTP and for delivering crude oil to tanker vessels via the Christy Lee Offshore Platform.  The plan addresses oil spill prevention measures for all operations covered under the plan.  The plan includes planning and response measures to address a discharge of a response planning standard (RPS) of 157,901 barrels of crude oil from the Drift River Terminal, with 10,000 barrels going to Cook Inlet.  The plan addresses a discharge of an RPS of 3,722 barrels of crude oil from the COTP with two thirds of the oil entering a small stream that flows into Big River and one third of the oil that reaches the river flowing into Cook Inlet.  The plan addresses a discharge of 520 barrels of crude oil at the Christy Lee Offshore Loading with the entire volume going into Cook Inlet.

Facilities are located on the west side of Cook Inlet from Granite Point to Redoubt Bay, Alaska.

A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on February 15, 2017 and ends on March 16, 2017. Requests for additional information and comments must be received by 5:00 pm on March 16, 2017.  It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline.  An additional comment period may be provided in accordance with 18 AAC 75.455(d).
