CONSTRUCTION INVITATION TO BIDS (ITB’s)  

Sealed bids in single copy for furnishing all labor, materials, and equipment, and performing all work on Project No. 68531/9500122, Prince Rupert Ferry Terminal Replacement, described herein, will be received until 2:00 p.m. prevailing time December 4, 2014, at the Construction Contracts Office, 1st Floor, 6860 Glacier Highway, Juneau, Alaska.

This Federal funded project will consist of the removal and replacement of the Prince Rupert ferry terminal facility that is presently owned by the Prince Rupert Port Authority and utilized by Alaska Marine Highway System (AMHS) ferries. The work includes: Demolition and removal of all existing marine terminal structures, including timber mooring dolphins, timber transfer bridge, cable bridge lift system, and associated steel catwalks and other features; and construction of a new, modern ferry terminal facility encompassing steel-pile mooring dolphins, steel transfer bridge, concrete bridge abutment, steel bridge support float system, steel catwalks and other items including electrical system and potable water utilities. 

This work is funded by the United States Government through the Federal Highway Administration and the State of Alaska, Department of Transportation & Public Facilities. All iron and steel products associated with this project are subject to the provisions of the Buy America Provisions, US Code of Federal Regulations, 23 CFR 635.410. Reference Section 106-1.01 of the Special Provisions.

The ferry terminal facility shall remain fully operational for scheduled AMHS ferry service except during the authorized terminal closure period. Reference Section 202-3.10 of the Special Provisions.  

The Engineer's Estimate is between $10,000,000 and $15,000,000. All work shall be completed by March 1, 2016. The DBE Goal for this project is 0%.

The Invitation to Bid, plans, specifications, bidders packets and other bidding documents may now be obtained for bidding purposes at no charge by downloading from the following location: http://www.dot.state.ak.us/apps/contracts?ACTION=bidcal#42879.   If you download the document, even though there is no charge, you must register with the DOT&PF by sending an E-Mail to: vanda.randolph@alaska.gov or your bid may not be accepted.  You must send your Company Name, contact name, mailing address, phone and fax numbers, and whether you are registering as a General, Subcontractor, or Supplier.  You may not change or alter the downloaded Bidding Forms in any way.  You must still submit these Bidding Forms by the normal Sealed Bid Procedure using the issued DOT&PF forms given and by the deadline.  Electronic bids will not be accepted.

Fax addenda and Bid Modification sheets will continue to be faxable to us as in the past.  We will also continue our process to fax addenda to all those registered Planholders.  Electronic copies of these documents are also available at the website listed above.

Bidders are highly encouraged to check the website below for information about Addenda prior to opening and Bid Results, Award Status, etc after opening.

Bid results may not be available until after 4:00 PM on the bid opening day.  The results can be obtained on the Internet at: http://www.dot.state.ak.us/procurement/  under Construction Bidding.

Bidding Documents are available for inspection at the office of the Regional Department of Transportation and Public Facilities offices in Anchorage, Fairbanks and Juneau.
