Notice of Proposed Changes in the Regulations of the Alaska Energy Authority - Procurement

The Alaska Energy Authority (AEA) proposes to adopt regulation changes in Title 3 of the Alaska Administrative Code, dealing with the AEA’s procurement managed grants, including the following:

3 AAC 109.010 –109.900 is proposed to be added. This new chapter will establish procurement regulations for the expenditure of Authority funds that are managed by the Authority for the design, construction, management or administration of a project on behalf of a qualifying grantee. These procurement regulations apply only to procurements exempt from AS 36.30 (State Procurement Code) under AS36.30.850(b)(1).

 

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Tom Erickson, Procurement manager, at 813 West Northern Lights, Anchorage, AK 99503. Additionally, AEA will accept comments by facsimile addressed to Tom Erickson at 907-771-3044 and by electronic mail at terickson@aidea.org. Commentsmay also be submitted through the Alaska Online Public Notice System, by accessing this notice on the system and using the "comment" link. The comments must bereceived no later than 5:00 p.m. November 14.

 

Oral or written comments also may besubmitted at a hearing to be held on Monday, November 3, 2014, in the Board Room at AEA, 813 West Northern Lights Blvd, Anchorage, Alaska. The hearing will be held from 9:00 a.m. to 10:00 a.m. and might be extended to accommodate those present before 10:00 a.m. who did not have an opportunity to comment. Those wishing to participate in the hearing by telephone may do so by calling the toll-free number 1-888-585-9008, code 467-050-126.

After the public comment period ends, AEA will either adopt these or other provisions dealing with the same subject, without further notice, or decide to take no action. Adoption may occur at the next board meeting to be held in December, or at a later date. The language of the final regulations may be different from that of the proposed regulations. You should comment during the time allowed if your interests could be affected. Written comments received are public records and are subject to public inspection.
