STATE LAND USE FOR WIND POWER PROJECTS
NOTICE OF PROPOSED REGULATION CHANGES

| BRIEF DESCRIPTION The Department of Natural Resources proposes to change regulations on the issuance of permits and leases used for Wind Power projects on state land. DNR also proposes to change regulations to provide for fees and rental rates for these types of land use authorizations and to make minor technical correction to it fee regulations. |
The Department of Natural Resources proposes to adopt regulations dealing with leasing and permitting of state-owned lands for Wind Power Projects in Title 11 of the Alaska Administrative Code, including the following:
- 11 AAC 05 is proposed to be changed to provide for new fees and rental rates for the use of state land associated with the use of state land for Wind Power Projects, and to make technical corrections to the departments fee regulations.
- 11 AAC is proposed to be changed as follows:
A new chapter is proposed to be adopted that will address the use of state land for the development of Wind Power Projects. This new Chapter will spell out requirements and standards for the issuance of land use permits for site studies. The chapter will also prescribe the requirements and standards regarding the issuance of land leases for Wind Power Projects.

The written comments must be received by the department no later than 5:00 p.m. on Friday, on November 21, 2014.
