Proposed Amendment to Lease for Tanana Lakes Recreation Area - Fairbanks

NOTICE OF PROPOSED AMENDMENT TO FINAL FINDING
Fairbanks North Star Borough, Tanana Lakes Recreation Area Lease

The purpose of this notice is to inform the public that the Alaska Department of Natural Resources (DNR), Division of Mining, Land, and Water (DMLW), Northern Regional Office (NRO) has received an application from Fairbanks North Star Borough (Borough) to add an additional 210 acres of shorelands in the Tanana River to expand the Tanana Lakes Recreation Area, as described in the 2007 Master Plan. The Borough’s request is being considered under an amendment to the final finding and decision for existing lease, ADL 416010. The lease was authorized pursuant to AS 38.05.035(e), Written finding for disposal of State resources and AS 38.05.810(a), Public and charitable uses. The lease was granted for a 55-year term and expires August 31, 2062.

The Borough purposes to expand the footprint of the Tanana Lakes Recreation Area to provide additional recreation amenities including a retriever training pond, parking and a picnic area. Additionally, the Fairbanks Off-Road Lions have expressed interest in developing an off-highway vehicle park and a coalition of several retriever training clubs wish to reclaim the existing gravel pit for retriever training and competition. The Borough would like to enter into agreements with community partners to assist with development and management of the property. All conditions of the current lease will be applied to the amended area.

The site is located within Fairbanks Meridian, Township 1 South, Range 1 West, section 26, 27, 34, and 3511, containing 210 acres, more or less.

The public is invited to comment on the proposed amendment to the final finding and decision to expand the lease area by 210 acres. The case file and decisions are available for review at the address listed above. Interested parties have the right to comment during the public notice period and the commenters who are aggrieved by the proposed amendment to the final finding and decision will have the right to appeal it.  It should be noted that in order to be able to appeal the proposed amendment to the final finding and decision, a person must provide written comments during the comment period. A copy of the final decision will be sent to any person who comments on the proposed decision, and will include an explanation of the appeal process.

DEADLINE FOR WRITTEN COMMENTS:

Written comments must be received in writing by the DMLW, Lands Section on or before 5:00 p.m. on Wednesday, September 24, 2014 in order to ensure consideration.
