Easement for Natural Gas Distribution Line

Proposed Project and Location:
In accordance with the provisions of AS 38.05.850, the Department of Natural Resources, Division of Mining, Land and Water, Southcentral Region Office is considering issuance of a private, non-exclusive easement on State owned, DNR-DMLW managed lands underlying the Kenai River in Sections 23 and 24, Township 5 North, Range 9 West, Seward Meridian near Soldotna, Alaska.
The purpose of the proposed easement is to approve installation of a 6” diameter high density plastic natural gas distribution main (that will operate at 60 psig) to extend an existing natural gas service system to several subdivisions located on the south side of the river. The pipe will be installed by means of horizontal directional drilling. Entry and exit points for the drilling and pipe installation effort will be located on lands that are not managed by the Department of Natural Resources. The area of DNR land required for this project is currently estimated to be 360 feet long and 30 feet wide for a total area of 0.25 acres more or less. The actual final DMLW-easement area will be determined subsequent to receipt of an as-built survey document.

Comment Period and Additional Information:
Members of the public and interested parties are invited to comment on this proposal. The Division of Mining, Land and Water must receive written comments addressed to DNR-DMLW Southcentral Region Office, 550 W. 7th Ave., Suite 900 C, Anchorage AK 99501-3577 no later than 5:00 pm on Monday, February 10, 2014. In order to be given full consideration, all comments should clearly explain the facts on which they are based and how they pertain to the proposed action. Following the comment deadline, all responses will be reviewed and the Department’s decision on the matter may be modified as a result of information received.
