ADL 419979, DOT Public Right-of-Way for Blowback Creek Bridge Upgrade on Tofty Road, Courtesy Public Notice

The DNR, DMLW, Northern Region Lands Section has received a public easement application from the Department of Transportation & Public Facilities (DOT) for a bridge and associated upgrades across and near Blowback Creek along the Tofty Road.

LOCATION:

The requested easement is located on either side of the Tofty Road at its intersection with Blowback Creek. USGS Quadrangle Tanana A-2. The project is located within the Doyon Ltd. Region; no corporation lands would be affected by the proposed easement. The site is located within the Unorganized Borough. The requested easement is located within the following lands of the Fairbanks Meridian:

Township 3 North, Range 16 West, Sections 13 and 14

PROPOSED PROJECT:

The DOT submitted an easement application on August 19, 2013 for an indefinite public easement within two sections of state land to accommodate the replacement and upgrade of an existing bridge across Blowback Creek along the Tofty Road. Replacement of the bridge is related to the “Tanana Road” project (DOT Project #61759), and DOT has separately sought an easement under ADL 419886 for portions of the road on state land west of Tofty. However, as this proposed easement expansion is discontiguous with ADL 419886, it is being adjudicated separately. While the Tofty Road and the existing bridge are contained within an existing 100 foot wide easement under the “Omnibus Act,” DOT has requested additional right of way width to accommodate upgrades. DOT has indicated that the purpose of the easement would be for replacing and raising the bridge at Blowback Creek, adding permanent erosion control, and safety clearing. The resulting easement would be 300 feet in total width  (i.e. an additional 100 feet both north and south of the existing 100 foot wide right of way) and 2500 feet in length.

The Department of Natural Resources (DNR), Division of Mining, Land & Water (DMLW) is considering issuing a public easement for the purposes stated. The requested easement is approximately 300 feet in width, containing approximately 11.5 acres.

DEADLINE FOR WRITTEN COMMENTS:

Written comments must be received in writing by the DMLW, Lands Section on or before 5:00 p.m. on Monday, September 2, 2013 in order to ensure consideration.
