The Alaska Department of Environmental Conservation (ADEC) proposes to renew an Air Quality Control Operating Permit to the BP Exploration (Alaska), Inc. – Flow Station #2, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:
The stationary source consists of the following emissions units: gas-fired turbines and heaters, liquid fuel-fired equipment, flares, storage tanks, and other support equipment. Drilling operations are authorized under a separate operating permit for BPXA.
BPXA applied for a renewal of Air Quality Control Operating Permit No. AQ0268TVP01 on June 2, 2008.
Emissions:
The potential annual emissions of regulated air pollutants at FS#2 will not exceed: 89 tons of Particulate Matter with a diameter of less than 10 microns, 3,949 tons of Nitrogen Oxides, 239 tons of Sulfur Dioxide, 1,333 tons of Carbon Monoxide, and 50 tons of Volatile Organic Compounds. Potential annual Hazardous Air Pollutants (HAPs) emissions are 18 tons per year. The total potential annual GHG CO2e emissions are 847,335 tons per year.
ADEC Preliminary Review:
Based on review of the application, ADEC drafted a preliminary permit decision for BPXA FS#2 to renew this operating permit.

Opportunity for Public Participation:
Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m. June 19, 2013.
