The Alaska Department of Environmental Conservation (ADEC)
proposes to issue an Air Quality Control Operating Permit for emission units at
the Providence Alaska Medical Center, under Alaska Statutes 46.14 and
regulation 18 AAC 50.

Activity: The stationary source consists of 7 boilers, 13 generators,
1 turbine, and 3 tanks.
As required by
18 AAC 50, Providence Health Systems-Washington Inc. applied for an Operating
Permit for Providence Alaska Medical Center. The owner or operator submitted an
application on February 9, 2012. This public notice is for the draft operating
permit only.
Emissions: The significant emission units are boilers, generators,
turbines, and storage tanks. The potential annual emissions of regulated air
contaminants at the facility will not exceed: 9.1 tons of Particulate Matter
(PM-10), 149.9 tons of Nitrogen Oxides (NOx), 43.3 tons of Sulfur Dioxide (SO2),
68.4 tons of Carbon Monoxide (CO), and 5.3 tons of Volatile Organic Compounds
(VOC). The total emissions of regulated air contaminants is 276 tons per year.
Department Preliminary Review: Based on review of the application,
the Department has drafted a preliminary permit decision for the Providence Alaska
Medical Center.

Opportunity for
Public Participation: Notice is also given that any interested person may
present written statements relevant to the draft documents within 30 days after
the first publication date. Any person may request a public hearing and that
hearing will be held if the Department finds that good cause exists. The
Department will consider all comments received and make any changes the
Department finds beneficial or necessary to assure compliance with 18 AAC 50 or
State Law. The Department will issue a final decision to issue or deny the
permit after the close of the public comment period. Written comments will be
