Proposal to Renew an Air Quality Control Operating Permit to the Insulfoam Facility, Carlisle Constuction Materials, Anchorage

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ1081TVP02 to the Insulfoam Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: Production of expandable polystyrene blocks, boards, and shapes for use in building and construction materials.

Application:
The owner submitted a renewal application on December 03, 2012   

Emissions:             
The potential annual emissions of regulated air pollutants at the source will not exceed: 0.5 tons of Particulate Matter, 6.2 tons of Nitrogen Oxides, 0.04 tons of Sulfur Dioxide, 5.3 tons of Carbon Monoxide, and 245 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants is 257 tons per year.

ADEC Preliminary Review:
Based on review of the application, ADEC drafted a preliminary permit decision for the Insulfoam Facility.

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

Opportunity for Public Participation: 
Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m. May 28, 2013. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
