NOTICE OF A COMPLETE APPLICATION FOR A CERTIFICATE OF NEED THE DEPARTMENT OF HEALTH

The Department of Health (Department) has received an application for a Certificate of Need (CON) for the health care facility project described below.

Project/Activity: Inpatient Behavioral Health Expansion - Adult and Adolescent Acute Care Services

Project Applicant: Mat-Su Regional Medical Center

Service Area: Matanuska-Susitna Borough

Project Description: Mat-Su Regional Medical Center plans to expand its Inpatient Behavioral Health services by constructing a new single-floor, 53,900 square foot freestanding building adjacent to its main campus located in Wasilla, Alaska.

The facility will have a total of 45 inpatient beds, comprised of 16 existing beds to be relocated from the third floor of the main hospital and the construction of 29 new beds. Of the new 45 beds, 18 beds will be dedicated to an adolescent acute behavioral health care unit and 27 beds to an adult acute behavioral health care unit.

Total Estimated Project Cost: $72,500,000

Completion Date: June 2028

Application Status: The application is complete in accordance with 7 AAC 07.050 and will be posted on the Office of the Lieutenant Governor Online Public Notices website, https://aws.state.ak.us/OnlinePublicNotices/.

The CON Program Staff Analysis and Recommendation must be submitted to the Commissioner on or before Monday, January 5, 2026. Note: additional time beyond 60 days—though not to exceed 30 days—may be granted by the Commissioner. A decision by the Commissioner must be made within 45 days of receipt of the Staff Analysis and Recommendation, unless additional time is required for the Commissioner to render a decision.

Public Input:

Written comments on the proposed project may be submitted via email at: doh.orr.con@alaska.gov, and must be received no later than 30 days after the date of the publication of this notice. Any person may submit a written comment to the Department regarding each proposed activity. The written comments received are public record and are subject to public inspection.
