Notice of Application for State Air Quality Permit AQ0911MSS06/TVP03 Eni US Operating Co, Inc, Oooguruk Development Project

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Eni US Operating Co. Inc.’s application for Air Quality Control Minor Permit AQ0911MSS06 for the Oooguruk Development Project (ODP).  Additionally, ADEC proposes to renew Air Quality Control Operating Permit AQ0911TVP03 using the integrated review procedures described in 18 AAC 50.326(c)(1).

Activity: The ODP is an offshore petroleum drill site with an onshore production tie-in pad on Alaska’s North Slope.
Eni US Operating Co. Inc. applied for a minor permit on July 12, 2022 under 18 AAC 50.508(5) and (6) to remove EU IDs S-1d and S-1e (Solar Taurus gas-fired turbines) and EU ID S-7 (Backup generator) that were authorized for installation and operation at the stationary source under Minor Permit AQ0911MSS05 Revision 1. These emissions units were never installed. On August 9, 2022, ADEC received an addendum to the application requesting for an integrated review with the Title V operating permit renewal application.
Eni US Operating Co. Inc. applied for a renewal operating permit on February 11, 2021 and submitted an amendment to the original application on March 7, 2022 and August 9, 2022. This is the second public notice for the draft operating permit renewal since the first draft did not include the revisions requested in Minor Permit AQ0911MSS06. This public notice is for the preliminary minor permit and draft operating permit.
 
Emissions: Removal of EU IDs S-1d, S-1e, and S-7 along with enforceable owner requested limits in place will reduce the potential annual emissions of regulated air pollutants at the stationary source to amounts below the PSD major stationary source threshold of 250 TPY. The new potential annual emissions will not exceed: 243.3 tons of Nitrogen Oxides, 237.8 tons of Carbon Monoxide, 11.1 tons of Particulate Matter, 73.7 tons of Sulfur Dioxide, and 65.9 tons of Volatile Organic Compounds, 154,802 tons of Carbon Dioxide Equivalent emissions, and 2.6 tons of Hazardous Air Pollutants (HAP).  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 632 tons.
 
ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
