NOTICE OF ALASKA DEPARTMENT OF TRANSPORTATION & PUBLIC FACILITIES, FAIRBANKS INTERNATIONAL AIRPORT, RENTAL CAR AND PUBLIC PARKING FACILITY CUSTOMER FACILITY CHARGES

NOTICE OF ALASKA DEPARTMENT OF TRANSPORTATION & PUBLIC FACILITIES, FAIRBANKS INTERNATIONAL AIRPORT, RENTAL CAR AND PUBLIC PARKING FACILITY CUSTOMER FACILITY CHARGES

Notice is given that the Commissioner of the Department of Transportation and Public Facilities (DOT&PF), Fairbanks International Airport (FAI) under authority of AS 2.15.090(h), hereby gives notice to implement a Rental Car Customer Facility Charge (RC-CFC) that on-airport rental car concessionaires at FAI will be required to collect from their rental car customers and a Public Parking Customer Facility Charge (PP-CFC) that the public parking concessionaire at FAI will be required to collect from their paid public parking lot customers. The on-airport rental car concessionaires at FAI will be required to remit the collected RC-CFCs, and public parking concessionaire at FAI will be required to remit the collected PP-CFCs, to an appointed entrusted party to pay the costs of financing a design and feasibility study to construct a new rental car facility and new paid public parking facilities at FAI.

RENTAL CAR CUSTOMER FACILITY CHARGE (RC-CFC): The Commissioner of the DOT&PF proposes to implement an RC-CFC rate in the amount of $2.50 per vehicle per rental car transaction day.

PUBLIC PARKING CUSTOMER FACILITY CHARGE (PP-CFC) $2.00 a day for paid parking per vehicle parking charged at a full day rate and per day of each vehicle parking charged at a weekly rate.

EFFECTIVE DATE and TERM: The proposed effective date of the RC-CFC and PP-CFC rate implementations is October 1, 2022. Collection of the RC-CFC and PP-CFC will continue until the financing for the design/feasibility study has been fully paid. If the project and design are accepted, new RC-CFC and PP-CFC rates will be calculated to pay the costs of financing the construction of the facilities.

Upon his own motion, or based on written comments from any interested person, the Commissioner may adopt the proposed rates within the scope of this notice without further notice or may decide to take no action on them.  The Commissioner reserves the right to correct technical defects in the rates and descriptions.
