NOTICE OF PROPOSED CHANGES ON RESOLUTION CONFERENCE PROCEDURES IN THE REGULATIONS OF THE STATE COMMISSION FOR HUMAN RIGHTS

NOTICE OF PROPOSED CHANGES ON RESOLUTION CONFERENCE PROCEDURES
IN THE REGULATIONS OF THE STATE COMMISSION FOR HUMAN RIGHTS
BRIEF DESCRIPTION
The State Commission for Human Rights proposes to change regulations on
Resolution Conference Procedures.
The State Commission for Human Rights proposes to amend regulation in 6 AAC 30, dealing with
resolution conference procedures, including the following:
(1) 6 AAC 30.310(b) will be amended to allow Commission staff to compel parties to
attend a resolution conference and produce evidence relevant to an investigation.
(2) 6 AAC 30.310(f) will be amended to further define statements that may not be
disclosed by Commission staff during settlement negotiations.
(3) 6 AAC 30.860 will be amended to refer to the current correct statutory subsection,
which was amended in 1982 after the Commission promulgated the regulation.
You may comment on the proposed regulation changes, including the potential costs to private
persons of complying with the proposed changes, by submitting written comments to the State
Commission for Human Rights at 800 A Street, Suite 204, Anchorage, AK 99501. Additionally,
the State Commission for Human Rights will accept comments by facsimile at (907) 278-8588 and
by electronic mail at hrc@alaska.gov. Comments may also be submitted through the Alaska Online
Public Notice System, by accessing this notice on the system and using the comment link. The
comments must be received not later than 4:00pm on May 21, 2021.
You may provide oral comments relevant to the proposed action via telephone at the hearing to
be held on May 28, 2021 by calling 1-253-215-8782 (Meeting ID: 814 0100 1881; Passcode:
402063). Due to public health and safety concerns associated with the COVID – 19 pandemic,
there will not be in-person attendance provided at the hearing site, so please prepare to share
your oral comments by telephone only. The hearing is scheduled from 10:15am to 11:15am and
priority will be given to commenters on the line before the beginning of the hearing. The hearing
may be extended to accommodate those on the line before 10:45am, who did not have an
opportunity to comment. Before the start of the hearing, that Alaska State Commission for Human
Rights’ Chairperson A. Debbie Fullenwider may limit the time allotted for each person providing
oral testimony, as reasonably necessary to conclude the hearing in the time provided.
You may submit written questions relevant to the proposed action to Robert W. Corbisier by email
at hrc@alaska.gov or by letter to the Alaska State Commission for Human Rights, 800 A Street,
Suite 204, Anchorage, AK 99501. The questions must be received at least 10 days before the end
of the public comment period. The Alaska State Commission for Human Rights will aggregate its
response to substantially similar questions and make the questions and responses available on the
Alaska Online Public Notice System and https://humanrights.alaska.gov.

After the public comment period ends, the State Commission for Human Rights will either adopt
the proposed regulation changes or other provisions dealing with the same subject, without further
notice, or decide to take no action. The language of the final regulation may be different from that
of the proposed regulation. You should comment during the time allowed if your interests could
be affected.
