Notice of Public Notice State of Alaska Department of Environmental Conservation Doyon Utilities LLC, Fort Wainwright (Privatized Emissions Units)

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Doyon Utilities, LLC application for Air Quality Control Minor Permit AQ1121MSS04 and propses to issue renewal Operating Permit AQ1121TVP03 for the Fort Wainwright (Privatized Emission Units) using the integrated review procedures of 18 AAC 50.326(c)(1).

Location:         64º 50’ 00” North; 147º 35’ 00” West

Activity:          Doyon Utilities, LLC’s application is classified under AS 46.14.130(c)(2) because the Department finds that the public health or air quality effects provide a reasonable basis to regulate the stationary source. This finding is contained in the State Air Quality Plant adopted on November 19, 2019.

Emissions:      Potential emissions will not exceed 1,498 tpy NOx, 849 tpy CO, 10 tpy VOC, 141 tpy PM and 1,765 tpy SO2. As of June 9, 2021, SO2 emissions will decrease by 295 tpy and as of October 1, 2023 SO2 emissions will decrease by 1,460 tpy.

ADEC Preliminary Review: Based on review of the applications, ADEC drafted preliminary permit decisions for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
