PROPOSED CHANGES ON THE ALASKA PERMANENT FUND DIVIDEND OF THE DEPARTMENT OF REVENUE

PUBLIC NOTICE OF
PROPOSED CHANGES ON THE ALASKA PERMANENT FUND DIVIDEND
OF THE DEPARTMENT OF REVENUE
BRIEF DESCRIPTION: The Department of Revenue proposes to amend regulations pertaining to allowable absences for those in the United States merchant marine program; and eligibility requirements for the Alaska Permanent Fund Dividend raffle for education purposes under 15 AAC 23, including the following:
(1) 15 AAC 23.163(c). Allowable absences, is proposed to be amended to include a program that prepares students for careers in the United States merchant marine and is approved by the USCG National Maritime Center;

(2) 15 AAC 23.360(f). Permanent fund dividend donations for educational purposes and the dividend raffle; eligibility, a new subsection is proposed to be added to disqualify the person that draws the winning tickets as an eligible prize winner.

You may comment on the proposed regulation changes, including the costs to private persons of complying with the proposed changes, by submitting written comments by electronic mail to: anna.mackinnon@alaska.gov, or, Anna MacKinnon, Acting Director, Permanent Fund Dividend Division, Alaska Department of Revenue, P.O. Box 110460 Juneau, Alaska 99811-0460. Written comments must be received no later than 4:00 p.m., on Monday, May 24, 2021.

You may submit written questions relevant to the proposed action by electronic mail to: anna.mackinnon@alaska.gov, or, Anna MacKinnon, Acting Director, Permanent Fund Dividend, Alaska Department of Revenue, P.O. Box 110460 Juneau, Alaska 99811-0460. The questions must be received at least 10 days before the end of the public comment period. The Department of Revenue will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System.

After the public comment period ends on Monday, May 24, 2021, the Department of Revenue will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulations may be different from that of the proposed regulations. You should comment during the time allowed if your interests could be affected. Written comments received are public records and are subject to public inspection.
