Notice of Public Notice State of Alaska Department of Environmental Conservation Ketchikan Public Utilities, Bailey Power Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor permit AQ0108MSS03 to Ketchikan Public Utilities for the Bailey Power Plant. ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Applicant:    Ketchikan Public Utilities (KPU), 1065 Fair Street, Ketchikan, AK 99901

Location:         Latitude/Longitude: 51º 21’ North / 131º 35’ West

Activity:          KPU’s application is classified under 18 AAC 50.508(6) to revise or rescind the terms and conditions of a Title I permit. Only conditions being revised in response to the application and as described in the technical analysis report are open to public comment.

Emissions:      KPU’s proposed revisions will result in a reduction of SO2 potential emissions of 81.9 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
